The Mon-Fayette Expressway:  Uniontown to I-68 Section

Construction Section 50W. Construction of approximately 13 acres of wetlands along Rubles Run in Springhill Township, Fayette County near the junction of Gans Road and Pa. Route 857 to replace existing wetlands that will be impacted by expressway construction. Nine bids were opened on May 28, 1997. On June 17, 1997, the Turnpike Commission awarded Swenglish & Sons, Inc. of Smithfield, Fayette County a contract valued at $664,875. Current contract value is $715,725. Swenglish & Sons, the lowest responsible bidder, is to complete the wetlands work by May 28, 1999.
Construction Section 50B in Springhill Township, Fayette County. Work includes construction of the Gans Road interchange, 2.8 miles of expressway, and a steel plate girder bridge to carry Gans Road over the expressway, and the reconstruction of Gans Road for short distances east and west of the expressway. The bridge will be 470 feet long and 20 feet high. Eight bids were opened on September 4, 1997. On September 16, 1997, the Turnpike Commission awarded Elmo Greer & Sons of London, Ky., the lowest responsible bidder, a contract valued at $26,617,961. The deadline for completion of the work is November 19, 1999.
Construction Section 50C in Springhill and Georges Townships, Fayette County. Work includes grading for two toll collection facilities at the Ruble Mill Road interchange in Georges Township, grading for a mainline toll plaza in Georges Township near Haydentown and construction of four dual mainline bridges as well as 2.8 miles of expressway (mostly in Georges Township). The dual steel plate girder bridges will cross over Ruble Mill Road (both 154 feet long and 17 feet high), Seghi Road/Brownfield Hollow (one 510 feet long and the other 497 feet long, both 17 feet high), Chess Road (both 168 feet long and 33 feet high) and Mountain Creek (one 377 feet long and the other 434 feet long, both 66 feet high). Three bids were opened on May 29, 1997. Mashuda Corporation, the lowest responsible bidder, was awarded a contract valued at $35,289,714 on June 17, 1997. Mashuda is to finish the job by November 19, 1999.
Construction Section 50D in Georges Township, Fayette County. Work includes paving of the Fairchance interchange and the construction of dual steel plate girder bridges to carry the mainline over Georges Creek and the CSX Railroad just south of Fayette Business Park (both 609 feet long and 66 feet high), a single steel plate girder bridge (260 feet long and 17 feet high) to carry Wilson Road over the mainline, and the construction of 2.2 miles of expressway. Bids from six prospective general contractors were opened August 13, 1997, but were rejected on September 16, 1997, at which time the Turnpike Commission also voted to readvertise for bids. Three bids were received. New bids were opened on November 6, 1997. Elmo Greer & Sons of London, Ky. was the apparent low bidder at $17,954,870 but failed to meet prequalification requirements relating to the expenditure of federal funds for highway construction. As a result, the PTC on December 2, 1997, awarded New Enterprise Stone & Lime Company (the second-lowest bidder) a contract valued at $18,461,758. The deadline for completion of the contract is November 19, 1999.
Construction Section 50S, signing for the Pennsylvania section of the Mason Dixon Link. Four bids were opened on January 7, 1998. On February 3, 1998, the PTC awarded Green Acres Contracting Company of Scottdale, Westmoreland County, a $730,502 contract. Green Acres Contracting was the low bidder. Work includes the installation of 18 emergency call boxes and signing for 9.2 miles of the Mon/Fayette Expressway in Fayette County.
Construction Section 50N, construction of a six-lane mainline toll plaza in Construction Section 50C and construction of two two-lane ramp (toll) plazas at the Ruble Mill Road interchange, also in Construction Section 50C. A total of four contracts are involved - general construction, plumbing, electrical work and heating/ventilation/air conditioning. Three bids for general construction were opened on June 17, 1998. Mosites Construction of Robinson Township, Allegheny County, the low bidder for general construction (including a 36 by 60-foot utility building in the center of the mainline facility), was awarded a $3,876,228 contract on July 7, 1998. Also on July 7, 1998, W.G. Tomko & Son of Pittsburgh was awarded contracts for heating, ventilation and air conditioning ($136,000) and plumbing ($83,500), and Commelec, Inc. of Bridgeville was awarded a $338,450 contract for electrical work at the three facilities. The deadline for completion of the work is September 17, 1999.
Construction Section 50A, at north end of the 7.8 miles of Mon/Fayette Expressway from the West Virginia line north to Pa. Route 43 in Georges Township, Fayette County. Contract was awarded on October 18, 1994 to Mashuda Corporation of Cranberry Township, Butler County. Original contract amount was $3,215,764. Work involved completion of the Pa. Route 43/Big Six Road interchange and construction of a steel plate girder bridge 202 feet long and 18 feet high to carry Big Six Road over the new expressway. Job is done. Final contract amount was $3,347,706.
