The Mon-Fayette Expressway: Pittsburgh to PA-51 Section

The map shown above shows a more detailed area that is currently being studied for this section of the project. Since this project is still in the preliminary alternatives phase, changes to this map is certainly possible. This map will be updated as we get those changes.NOTE THAT IN THE MAP ABOVE, THE SQUARES INDICATE A TOLL BARRIER ON THE EXPRESSWAY, FULL CIRCLES INDICATE A FULL INTERCHANGE AND THE HALF-CIRCLES INDICATE HALF-DIAMOND INTERCHANGES.
To orient you, Jefferson Boro and Route 51 is at the bottom (South) and Pittsburgh and I-376 (Parkway East) is at the top (North). Seven preliminary alternatives (four of which involved construction of a new tolled expressway and three of which involved various other measures to upgrade the existing highway system) were presented to the general public at meetings held March 14, 1996, at Gladstone Middle School in Hazelwood, March 19, 1996, at West Mifflin High School and March 20, 1996, at Olympia Hall in East Pittsburgh. Three of the four expressway alternatives included a "Thompson Run Connector" that would begin on the north bank of the Mon River near the USX Edgar Thomson works and continue north through the Union Railroad/Thompson Run Valley to the Parkway East (at a point between Churchill Borough and PA Route 48 in Monroeville). The approximate length of the Route 51-to-Pittsburgh project is 24 miles.

SHORE & SOUTH SHORE ALTERNATIVE OPTIONS NORTH
SHORE& SOUTH SHORE ALTERNATIVES (refer
to map above) Option
1 A - This option requires the acquisition of 3.4 acres of the West Mifflin
Park property near the entrance. Option
1 B - Since publicly-owned parks and recreational areas are protected by
Section 4(o of the Federal Transportation Act of 1966, Option 1 B is being
considered to avoid impacting the West Mifflin Park property.
However, this option would result in sixteen displacements in the New
Colony Mobile Home Park. Option
2A - This option would place both the northbound and southbound lanes of the
Expressway on structure between the Penn Plaza Shopping Center and St. Colman's
Church. With this option, the
current Penn Plaza building would be acquired and then possibly relocated along
Church Street with parking under the Expressway. Option
2B - This option would place both northbound and southbound lanes of the
Expressway on structure through the Penn Plaza parking lot, along Church Street.
This option would not require the acquisition of the Penn Plaza building,
but would negatively impact parking for the shopping center. Option
2C - This option would split the southbound lanes of the Expressway on
structure between Penn Plaza and St. Colman's Church and the northbound lanes
would be on structure through the parking area for Penn Plaza.
This option would not require the acquisition of the Penn Plaza building,
but would also negatively impact parking for the shopping center. NORTH
SHORE ALTERNATIVE Option
4A - This option would result in the Expressway being elevated along the
hillside on retaining walls. Option
4B - This option would result in the Expressway being elevated along the
hillside on structures. Option
5A - This option would construct the Expressway depressed below grade on the
existing CSX mainline railroad corridor through Lower Hazelwood.
For this option, the CSX mainline would be relocated along the
Monongahela River. A ramp from the
Expressway (traveling from Pittsburgh) to the LTV Site would be provided for
this option, however this option would not provide any improvements to Bates
Street at the interchange with 1-376/Parkway East and Second Avenue. Option
5B - This option would construct the Expressway depressed below grade on the
existing CSX mainline railroad corridor through Lower Hazelwood.
For this option, the CSX mainline would be relocated along the
Expressway, however it would not provide a ramp from the Expressway (traveling
from Pittsburgh) to the LTV Site. It
also would not provide any improvements to Bates Street at the interchange with
1-376/Parkway East and Second Avenue. Option
5C - This option would construct the Expressway depressed below grade on the
existing CSX mainline railroad corridor through Lower Hazelwood.
For this option, the CSX mainline would be relocated along the
Monongahela River. This option
would include a ramp from the Expressway (traveling from Pittsburgh) to the LTV
Site. This option would also widen
Bates Street to the Boulevard of the Allies, provide improved access with
1-376/Parkway East and provide access to Second Avenue. Option
5D - This option would construct the Expressway depressed below grade on the
existing CSX mainline railroad corridor through Lower Hazelwood.
For this option, the CSX mainline would be relocated along the
Expressway, however it would not provide a ramp from the Expressway (traveling
from Pittsburgh) to the LTV Site. This
option would widen Bates Street to the Boulevard of the Allies, provide improved
access with 1-376/Parkway East and provide access to Second Avenue. SOUTH
SHORE ALTERNATIVE Option
6A - This option would not provide any improvements to Bates Street at the
interchange with 1-376/Parkway East and Second Avenue. Option
6B - This option would widen Bates Street to the Boulevard of the Allies,
provide improved access with 1-376/Parkway East and would provide access to
Second Avenue. |
